It is no secret that we are living in extraordinary times as far as the economy is concerned, and the impact on public education will reach historic proportions for the 2009-10 school year.

Superintendent Carl Harris presented the 2009-10 budget proposal to the Board of Education last night. The total anticipated 2009-10 budget reduction to date, when taking into consideration required state and local budget cuts is $17.8 million. This is an extremely serious reduction that has left us no choice but to take a critical look at all programs and positions.
The required reduction in state and local funding will result in the reduction of at least 377 positions. The recommended breakdown would be:
- 40 central services support positions, $2 million;
- 98 instructional staff positions, $4.9 million;
- 128 positions due to increase in student/teacher ratios, $6.5 million
- 81 teacher assistant positions, $2.2 million
- Redirecting 30 positions to federal stimulus funding, $1.5 million
- Reduction of staff development and supplies, $0.7 million
Additional reductions include:
- $1 million in state funding for student remediation
- $823,000 in state funding for textbooks
- $450,000 in both state and local funding for staff development
- $345,000 in state funding for technology
These are extraordinary times, but we are committed to maintaining core instructional programs with minimal impact on schools and students.
The Board of Education will hold a public hearing on the 2009-10 budget proposal on Tuesday, May 5 at 6:30 pm in the Fuller Building board room, 511 Cleveland St. That will also be the site of a called meeting on Thursday, May 14 in which the Board will take action on the budget in order to in turn present it to the Durham County Commissioners.
