6060 -FORMAL BIDDING FOR CONSTRUCTION OR REPAIR WORK COSTING MORE THAN $300,000

All construction or repair contracts which require public advertising and competitive bidding shall be awarded by action of the Board upon the recommendation of the Superintendent or his/her designee.

Construction and repair work requiring the estimated expenditure of $300,000 or more shall be bid using formal bidding procedures. Dividing contracts to evade these requirements is prohibited.

The formal bid procedures shall include the following:

Bids on work subject to the formal contracting procedure shall be invited by newspaper advertisement in a newspaper that has general circulation in the local area. Bids shall be opened in public and recorded in the minutes of the Board. The Superintendent or his/her designee shall maintain a tabulation of the bids, and the tabulation shall be available for public inspection. Contracts shall be awarded to the lowest responsible bidder, considering quality, performance, and the time specified in the proposals for performance of the contract. Specifications shall be prepared for single-prime, separate-prime, or single-prime and separate-prime construction.
