Series 6000 - Support Services topics

Page 6000 -PURCHASING

All purchases of equipment, materials and supplies will be made in accordance with all applicable laws and regulations, including Chapter 143 Article 8 of the North Carolina General Statutes, Board policy and any purchasing regulations and procedures.

Page 6010 -PURCHASE ORDERS AND CONTRACTS

All purchases of goods, services, and equipment for which the school system will be responsible for payment shall be made on official purchase orders, properly approved and executed.

Page 6030 -VENDOR RELATIONS

In all procurement activities, employees and agents of the Board shall:

Page 6040 -SPECIFICATIONS

The Superintendent or designee shall have the authority to review, modify, and approve bid specifications.

Page 6050 -INFORMAL BIDDING FOR CONSTRUCTION OR REPAIR WORK COSTING LESS THAN $300,000

All contracts for construction or repair work costing less than $300,000 shall comply with the requirements of this policy.

Page 6060 -FORMAL BIDDING FOR CONSTRUCTION OR REPAIR WORK COSTING MORE THAN $300,000

All construction or repair contracts which require public advertising and competitive bidding shall be awarded by action of the Board upon the recommendation of the Superintendent or his/her designee.

Page 6065 -DISPUTE RESOLUTION POLICY FOR CONSTRUCTION AND REPAIR CONTRACTS

The Board establishes this dispute resolution system to facilitate the prompt and fair resolution of disputes with amounts in controversy in excess of $15,000.

Page 6070 -MINORITY BUSINESS ENTERPRISE PARTICIPATION IN CONSTRUCTION AND PURCHASE CONTRACTS

It is the policy of the Board to provide minorities equal opportunity to participate in all aspects of the school system's contracting and purchasing programs.

Page 6075 - USE OF PROPOSALS TO AWARD SERVICE CONTRACTS

The Durham Public School System shall solicit proposals for service contracts when the contracts are expected to result in charges of greater than $90,000 in any fiscal year.

Page 6080 -FACILITY EXPANSION PLANNING AND LONG-RANGE NEEDS

The significance of providing school facilities that enhance the district's educational program is recognized by the Board.

Page 6085 -FACILITY DESIGN

The Board is committed to the design of new and renovated facilities in a manner that maximizes the use of space, conserves environmental resources, and produces structurally sound and safe buildings.

Page 6090 -NAMING NEW SCHOOLS

New schools built in the Durham Public Schools normally will be named after townships, regions, or community characteristics.

Page 6095 -CHANGE ORDERS ON CONSTRUCTION PROJECTS

Change orders on construction projects may be processed and approved by the Superintendent or designee within the Superintendent’s contracting authority, not to exceed project funds.

Page 6100 -DISPOSITION OF SCHOOL PROPERTY

When the Board finds that any building, site, or other real property owned or held by the Board is no longer suitable or necessary for public school purposes, the Board will offer the Board of County Commissioners the first option to obtain the property at a fair market price.

Page 6110 -SALE OF PRODUCTS OF VOCATIONAL EDUCATION PROGRAMS

All services, properties and products generated through vocational education programs may be sold or disposed of through:

Page 6200 -FACILITIES SERVICES

It shall be the duty and responsibility of Facilities Services to safeguard the investment made in public schools.

Page 6210 -DUTIES OF FACILITIES SERVICES DIRECTOR

The Facilities Services Director shall be responsible for maintaining the buildings and grounds owned and operated by the Durham Public Schools and other duties as assigned.

Page 6220 -DUTIES OF PRINCIPALS, TEACHERS & JANITORS IN FACILITIES SERVICES & OPERATIONS PROGRAMS

It shall be the duty of every principal in charge of a school building and every teacher to instruct students in the proper care of public property.

Page 6230 -ALTERATIONS OF FACILITIES OR EQUIPMENT

Alterations of facilities, grounds, or equipment of the school system, including installation of personal equipment requiring wiring, carpentry, plumbing, or other changes, shall be allowed only upon the prior approval of the Superintendent or designee.

Page 6250 -FACILITY CONSTRUCTION AND REPAIR - AMERICANS WITH DISABILITIES ACT COMPLIANCE

All new school system construction shall be designed and constructed such that it is readily accessible to and usable by disabled individuals in compliance with the Americans with Disabilities Act.

Page 6300 -EMPLOYEE HEALTH AND SAFETY

The school system shall be in compliance with the safety rules and regulations of the N.C. Department of Labor, which administers the Occupational Safety and Health Act of 1970 (OSHA), as amended.

Page 6305 -DISTRICT EMERGENCY OPERATIONS AND CRISIS MANAGEMENT PLAN

A District Emergency Operations and Crisis Management Plan shall be developed, maintained, and implemented to identify potential hazards, mitigate contributing factors, and prepare our staff and students to respond quickly and responsibly to emergencies.

Page 6310 -VANDALISM/THEFT

Vandalism is the willful destruction of school property, equipment or materials.

Page 6320 -FIRE DRILLS

It shall be the duty of the principal to conduct a fire drill during the first week after the opening of school and thereafter at least one fire drill each school month, in each building in the principal's charge, where children are assembled.

Page 6330 -FIRE PREVENTION

Principals shall have the following duties regarding fire hazards during periods when they are in control of a school:

Page 6340 -PEST MANAGEMENT

The Durham Public Schools Board of Education supports clean and safe facilities for its staff, students and the public.

Page 6400 -SCHOOL BUS TRANSPORTATION

The Durham Public Schools Board of Education directs the Superintendent to operate a pupil transportation system based upon the General Statutes of North Carolina concerning pupil transportation.

Page 6405 -TRANSPORTATION FOR INSTRUCTIONAL FIELD TRIPS AND EXTRACURRICULAR ACTIVITIES

Off-Campus Use of Yellow School Buses - The Board authorizes the Superintendent or designee to approve the use of regular public school buses to transport students for off-campus, regularly scheduled instructional field trips during or after school hours.

Page 6420 -DUTIES AND RESPONSIBILITIES OF SCHOOL BUS DRIVERS

School bus drivers shall have all qualifications prescribed by the regulations of the State Board of Education.

Page 6425 -REDUCED IDLING OF SYSTEM-OPERATED VEHICLES

In the interest of reducing excessive exhaust emissions and conserving fuel and financial resources, it is the policy of the Durham Public Schools Board of Education to reduce unnecessary idling of school buses and other vehicles operated by the Durham Public Schools.

Page 6430 -SCHOOL BUS PASSENGERS

The principal shall make certain that all passengers assigned to a school bus for transportation are informed and cautioned, through class instruction, supervision, and otherwise, of the responsibility of the individual passenger for conduct and safety.

Page 6440 -BUS MAINTENANCE

It shall be the responsibility of the transportation director to maintain all buses in safe and proper operational order, placing first priority on the maintenance of those buses assigned to the transportation of pupils to and from school.

Page 6450 -CONTRACT TRANSPORTATION

To meet its student transportation needs, the Board may enter into private contracts with any person, firm or corporation for the transportation of students for any purpose for which the school system is authorized to operate public school buses in accordance with state law.

Page 6460 -SCHOOL SYSTEM VEHICLES

All buses and other vehicles owned by the school system shall be titled in the name of the Board and purchased in accordance with state law and relevant Board policies.

Page 6470 -TRAFFIC AND PARKING ON SCHOOL SYSTEM PROPERTY

This policy establishes the rules and regulations governing driving and parking motor vehicles and other modes of conveyance on school system property.

Page 6500 -CHILD NUTRITION PROGRAMS

All schools shall participate in the National Child Nutrition Program, under the jurisdiction of the State Department of Public Instruction, Division of Child Nutrition.

Page 6520 -FREE AND REDUCED-PRICE MEALS

The child nutrition services program shall participate in the national school lunch program, school breakfast program, and receive commodities donated by the United States Department of Agriculture.

Page 6530 - MEAL CHARGE POLICY

The purpose of this policy is to insure compliance with federal reporting requirements for the Child Nutrition Program and to provide oversight and accountability for the collection of outstanding student meal balances.
