1110 -BOARD/SUPERINTENDENT/STAFF RELATIONS
The Durham Public Schools Board of Education believes that the development of policies and the evaluation of policy administration is the most important function of a school board, and that the execution of the policies is the function of the Superintendent and staff of the school district. The Board also believes that staff support is critical for successful school operations.
Delegation by the Board of its executive powers to the Superintendent provides freedom for the Superintendent to manage the schools within the Board's policies and frees the Board to devote its time to policy-making and appraisal functions.
The Board holds the Superintendent responsible for carrying out its policies within established guidelines and for keeping the Board informed about school operations.
To keep the Board informed, the Superintendent shall notify Board members as promptly as possible of any emergencies which occur in the schools.
The Board, individually and collectively, promptly shall refer criticisms, concerns, complaints, and suggestions to the Superintendent for appropriate study, recommendation, and response and shall refrain from individual interference with the administration of school policies except through Board action.
